Stored Power: every stat boost is 20 base power
Roost: recovery (In a sun team use morning sun instead it recovers 75% in the sun)
Psycho Shift: no status on this set
Silver Wind: 20% to boost every stat and to counter dark types (you can use a baton pass to give Togekiss some stats instead and have a cover move for dark types that is better like Aura Sphere or Dazzling Gleam)

Air Slash: STAB and increased crit. hit ratio
Aura Sphere: Resistance to ice, rock and steel types
Psychic/Shadow Ball: Both coverage and increased add. effect, but I would choose psychic as it resists the poison type
Ancient Power/Dazzling Gleam/Wish/Nasty Plot/Flamethrower/Tri Attack: Ancient Power would be a great way to raise your stats due to its raised additional effect. I would recommend that or Tri Attack, but Dazzling Gleam gives you fairy STAB, Wish can heal you and Nasty Plot will raise your already insane sp. atk. Flamethrower is just coverage with a great chance of burn.

You can substitute one of the moves in the fourth position and replace the third position if you want. Change at your will. :)

I ran into a guy running this setup, and it was so annoying that I couldn't battle again until I bred one for myself and pissed off a few people.

The Little Brother Togekiss (Togekiss) @ Choice Scarf
Ability: Serene Grace
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
- Thunder Wave
- Nasty Plot
- Air Slash
- Roost

They can't attack 25% of time while paralyzed, and as long as you're first, they flinch 60% of the time. If there's anything that can out-speed you while paralyzed, and you're holding a Choice Scarf, Nasty Plot helps. Mathematically, they should only be able to hit you 30% of the time (so, every 3-4 turns), and hopefully they'll be paralyzed if you need to Roost.

(In all honesty, I added Roost myself, I don't know the 4th move of the guy I was fighting. He paralyzed my guys off the bat, and I managed to hit him once during 1 of his 2 Nasty Plots, but beyond that he OHKO'd my Pheromosa, and just picked away at the other 2. Luck was clearly on his side that match, and I haven't been able to give a whooping like the one I got, but it's still fun to picture your opponent smashing their DS, after flinching 3 or 4 times consecutively.

Ik this is old, but a scarf would only allow you to use one move. I would use lefties on this set, or maybe heavy-duty boots.

Of all 43 answers and 3 pages of Togekiss movesets, none of them utilize its HA Super Luck. I’ve even seen a few sets using Hustle with its abysmal base 50 attack stat! While Super Luck not as good as Serene Grace, it should still get some love.

Sort of a bulky sweeper set. It’s also completely unexpected because when people see Togekiss, people automatically assume it’s a Paraflinch set (singles) or a Follow Me set (doubles). So why not be original and creative?

Air Slash is STAB and with Serene Grace it gets a very high 60% chance to flinch your opponents.
Thunder Wave not only add percentages to the opponent to not move, but also slow it down to flinching being even more likely. Even then Nasty Plot is the prefered option because it is a more direct and effective way of wallbreaking than Thunder Wave.
Dazzling Gleam is its best STAB fairy move (it only gets Moonblast in PLA). Roost allows for reliable recovery, which can be especially annoying if you consider that it can easily flinch you with Air Slash
Flamethrower is for coverage against Steel types.

Togekiss @ Assault Vest
Ability: Serene Grace
EVs: 128 HP / 128 Def / 252 SpA
Modest / Bold / Calm Nature

Let's start with the item. This Togekiss isn't running any status moves, so the Assault Vest is great for buffing its already good special defense. Serene Grace is Togekiss's best ability, and this set is dominated by moves with added effects. The EVs focus the most on special attack, then equally on defense and HP. Ordinarily, I would invest some in special defense, but I already have the Assault Vest, so it wouldn't be necessary. Modest, Bold, and Calm natures all reduce attack, which we won't be using, and buff either special attack or a defense. Take your pick. Now, onto the moves. Air Slash is Togekiss's best move. Even if it isn't the fastest, outspeeding means a crippling 60% flinch chance. Tri Attack has a 20% chance to inflict a status condition onto the target, which is doubled to 40%. Psychic can lower special defense, and has that chance buffed to 20% by Serene Grace. Lastly, Shadow Ball and Flamethrower both offer added effects, while Aura Sphere never misses and offers better coverage. Take your pick.

Air Slash is STAB, and has a 60% Flinch chance because of Serene Grace, making a really useful move. Although Dynamax Pokemon can't flinch, this can still be useful in Double Battles. Dazzling Gleam is STAB, and in double battles it hits both opponents. Flamethrower is for coverage against Steel and Ice. Heat Wave is a little less accurate, but it hits both opponents in double battles and has a slightly higher BP. Serene Grace also increases the chance of a burn (on both moves) to 20% instead of 10%. Life Dew is for healing self and all allies.

A Flying type with a secondary Fairy typing, great bulk, and the equivalent of Choice Specs and Unaware as an ability? Togekiss is a nigh-perfect Dynamax sweeper. Dazzling Gleam is STAB and in Dynamax, it protects Togekiss from status by summoning Misty Terrain. Air Slash is Togekiss's best move, as it is STAB and raises Speed when turned into a Max Airstream. Flamethrower is coverage for Steels, Fire Blast is stronger than Flamethrower but less accurate. Nasty Plot is set up, Roost to heal damage from Stealth Rock. Aura Sphere is coverage for Rock types.
