According to Bulbapedia, Brock is aged 15 at the time of his debut.

Cilan's age is not explicitly mentioned, However, by drawing similarities to his travelling companions Misty and Iris, both gym leaders, seem to be around 10 (Misty's age was revealed). Similarly, it makes sense if Brock and Cilan, both also first gym leaders, and chefs (idk lol) might be 15, looking after the younger two.

So to answer your question, Cilan is probably aged 15.

I'm not sure about Misty but Iris isn't currently Gym Leaders in the Anime. She was told that she will be the successor to Drayden but not yet.
