Both Croconaw and Geodude might be better than both Machop and Gastly. Croconaw can learn fury cutter by TM, and fury cutter becomes very powerful if you use it against her Clefairy a few times. Geodude has higher physical defense and resists all of Miltank's attacks, and it learns magnitude at level 16. Water and ground also end up being more useful types than fighting, and the fact that poison and ghost attacks are all physical means Gastly is very bad at using STAB attacks, so Croconaw and Geodude will be better than Machop and Gastly later in the game.

I don't think the Fury Cutter strategy would be good. It is outclassed by the Rage strategy raising the Attack every time Croconaw gets hit.
Fury Cutter outclasses Rage because it starts with higher base power, doesn't depend on Clefairy hitting you, does more damage at its highest stage, and reaches its highest stage faster.

There are several ways you could go about this:

  • There’s an in-game trade for a Machop in the Goldenrod shopping mall in exchange for a Drowzee. It’s female, so it’s immune to Miltank’s attract, and learns Karate Chop at lv. 13, giving you a solid super effective hit against Miltank.
  • You could backtrack to Violet City and catch a Gastly, which appears at the Sprout Tower at night. Make sure you catch a female because attract is nothing to mess with.
  • With just the team you have now, Slowpoke’s Growl/Curse and Bellsprout’s Sleep Powder are going to be the best ways to take down Whitney.
  • Overlevelling your team is always an option, albeit a tedious one, so you’re probably better off doing one of the other things mentioned.
