Such as Dhelmise in Alola, since it is only 1% in one place.(This does not count SOS exclusive Pokemon, and I'm talking about regular encounters, not Shaking/Bubbling/Dusty spots.) Thanks! Sorry if this is unanswerable/really long to answer. Also, if they have a remake game, find the rarest in all and specify which game.

You're talking about pokemon in the wild, right? Not event exclusives, trade evolutions, or max raid encounters? Just pokemon that spawn in the wild?
I think every game has at least one area where something has a 1% encounter chance. Do you want a full list of those areas?
@ sumwun, he's asking for Pokemon which can be only be found in one place in the entire game with a very low chance (>5%), like Riolu in B2W2, which can be only found in Flocessy Ranch with a 5% chance
Yes. sumwun, I want to find the total percentage, so if something is found somewhere at 1%, but is also found somewhere else in that region with a higher chance, you'd find the average. So yeah, most of 'em should be like my example or GeniusGatik942's.

**MUNCHLAX**, the only way to get **Munchlax** is to slather honey on trees
1. you need to slather the honey on the tree
2. you just have to wait A WHILE

You just hope that a Pokémon (**Munchlax**) comes down (from the tree) because it has a high chance of not being a Pokémon. If it isn't a Pokémon you need to slather honey again until a Pokemon comes even if it is a Pokémon it has a very low chance of being **Munchlax**. And there are several trees and only some of them have **Munchlax** in them and you can't search what trees have **Munchlax** because it is random...

Answer: **Munchlax** 100% the rarest Pokémon in Sinnoh

For future answerers, use this video. Because you don't want sos/shaking spots, Kangaskhan and Bagon both appear at 1% in Wela Volcano Park and Route 3 respectively, and Dragonite for bw is a rippling spot so doesn't count

No Feebas allowed for Gen 3 and 4 because if you know what tiles they are it's a 50% chance to find one, sooooo.

This is missing Surskit in RS, Illumise in S, Seedot in E, and Volbeat in RE.
Surskit and Seedot both appear in more than one location, and they can also swarm.

Volbeat and Illumise might fit into this category I need to do some checking
