Are other users allowed to make "Whats a good moveset" questions?

I've only seen PokeMaster and Tratchy make moves set questions. So are other users allowed as long as it hasn't been asked?

Moveset questions are only supposed to be asked by MovesetBot. In the past, because of what I'm assuming to be a high lack of MovesetBot's existence, moveset questions were asked by actual users, mostly mods.

You are actually allowed to ask LC questions however, but don't spam them. Ask one if you need one.
