LC moveset questions may only be asked by Experts+ from now on

Everybody in the staff Discord liked this idea, so we're going through with it. If you want a LC moveset question posted, then you now need to ask an expert+ to post it for you. This is for the following reasons:

• People in general make changes to the description/format used for every moveset question, or simply don't know how to get the formatting right. Experts can get the correct format from the source and will follow the correct structure.
• LC threads have been posted en masse at times this year and we would like to reduce the strain on navigation (for the long term as well, once the next batch of new Pokemon release).
• Many duplicate LC threads get posted and need to be dealt with. Experts are less likely to make this mistake.
