I wouldn't stand in the way of this, but I also think the #1 issue with the rules currently is how uninviting/bland the page is. The new headers in my current draft will help a lot I think.

I'd also say it's impossible to stop new users making bad posts. Some things you can only get a sense of by using the site for a while.
The rules aren't treated like terms and conditions because they're not legally binding lol. They're not that serious and it'd reflect really badly on the site to treat them with this intense reverence or make people jump through hoops; it's just a hobby forum. I honestly think they're already overkill as is and should be pared down. It's not a big deal if someone makes a bad post and having staff to address it is way simpler than forcing people to earn a bachelor's degree in Pokebase before being allowed to post. The current point requirements to do various things are likewise too strict.
While we're on the subject, if anyone has ideas for making the rules better, drop a comment here https://pokemondb.net/pokebase/meta/82804#82805 or wherever you prefer.
Sorry I should've said it as well. The rules should not be like terms and conditions.
As an editor, I can say that new users not reading the rules isn't really a problem (except in RMT, I don't moderate that as much). The most annoying rule to enforce is the duplicate questions rule, and telling all the new users they need to make sure they aren't asking duplicate questions would almost definitely make things worse and discourage people from using the site.
