Here's a moveset for a Blissey in the role of stalling! ~

Blissey @ Leftovers
Ability: Natural Cure
EVs: 200 HP / 252 Def / 58 SpD
Bold Nature
- Toxic
- Soft-Boiled
- Protect
- Flametrhower

Toxic (Of course! For the actual stall ~)
Soft-Boiled (What's a Blissey without Soft-Boiled?)
Protect (The greatest stalling move ever! This can also stall one turn for lefties to heal you!)
Flamethrower (For pesky Steel types that won't take the Toxic!)

It is risky, but this set is not for attacking at all.
You could always replace Protect with Seismic Toss or something; I use this set to stall.
OK, i realise this might be a bit late to say, but, what about poison types or Heatran? (Flash Fire)
or a radom Crobat or gengar with mean look? wait to die?

flamethrower is a no-no because of its low sp. atk. Seismic toss would be better for taking em out cuz if it is level 100 it will always do 100 damage.

Geez, you people have very selfish Blisseys. Here's mine:

Blissey (F) @ Leftovers
Ability: Natural Cure
EVs: 200 HP / 176 SpA / 132 SpD
Calm Nature
- Ice Beam
- Thunderbolt
- Wish
- Heal Bell

Basically, this is a Cleric Bliss, which got an upgrade going into Gen V. Wish in Gen V now heals 50% of the user's max HP, even when switching to another Pokemon, on this Blissey, that is 350 HP; enough to fully heal just about anything on an average team. So the idea for this Blissey is to switch into a Special attacker, and Wish on the likely switch. Heal Bell is one of my favourite moves, especially with the influx of Toxic users, Will-O-Wisp, and Thunder Wave Ferrothorn. The Bolt-Beam combo works well for Blissey, as a lot of Special attackers are Water, Dragon, or Grass types, and it hits a few more that aren't.

EVs give it 701 HP (enough to take 8 Seismic Tosses, and heal 350 HP), 230 SpA, and 372 SpD. Natural Cure is the best ability on Blissey, if someone tries to use Toxic, or put Blissey to sleep, just switch in a new Pokemon, problem solved, and Blissey is good to go again.

Here is a Chansey variation of the same set:

Chansey (F) @ Eviolite
Ability: Natural Cure
EVs: 240 HP / 248 Def / 16 SpD / 4 Spe
Bold Nature
- Seismic Toss
- Toxic
- Heal Bell

Possibly a better set, it has the same Cleric base, same HP, but a higher defenses and a more stall-like approach to offense. Seismic Toss will always do 100 damage (at Level 100), and Toxic will kill the opponent slowly, or force a switch for you to Wish.
The Eviolite give Chansey 375 SpD, and 217 Def (Blissey's is 56, 130 Max), and it still has 701 HP, it can take hits all day, and is actually better than Blissey in most cases. I throw 4 Spe on the EVs mainly as filler, but also so it won't speed tie with other Chanseys, this thing is popular.

Chansey has so good defense at 252 HP 252 Def Bold it's annoying.
Hahaha, 701 hp, just one more hp can make you survive a seismic toss :D
i find it funny this guy is admitting to hacking, in case you didnt know there are only a max of 20 wish chansey's received that were distributed from the nyc event, in other words its next to impossible to have both a wish chansey and a wish blissey, as to why only 20, no one really knew the event happened and it only lasted a few weeks, if he said softboiled instead of wish on at least on of them id believe they went to the event. congrats tho for doing what others of your kind wont do. adios
Don't call hacks if you don't know what you're talking about. Plenty of the sets here are made for Showdown, where you can use anything so long as it is legal. You don't need to own anything in-game to play Showdown, it's just a battle sim.

Sweepish Bliss, It's fairly uncommon.

Aromatherapy makes you decently tolerant to Poison and Burns and Para-hax, due to it only taking a turn. Charge Beam is amazing with Serene Grace, charging up Blissey's Special Attack to be total Boss hood. Ice Beam provides the Bolt Beam coverage, and Soft-Boiled for that quick healing.

Choice Specs brings its Special Attack to reasonable levels. Hyper Voice is STAB and has decent power. Psychic is coverage against Fighting types. Charge Beam + Serene Grace raises its Special Attack almost all the time while Ice Beam and Charge Beam together form the BoltBeam combo.

Charge beam ALWAYS boosts with serene grace. Honestly I do not see how specs helps you here.

This thing sets up by using Block or Toxic first. If they are Physical, you want the Toxic. If they can't one-shot you, you can then use Ze Core. Block. Now they are trapped! If they are immune to Toxic, you can use Flamethrower. Or, if your want this guy to be 100% Wall, you can have it learn Protect. So I hope you like Blissey le Block.

Blissey @ Heavy-Duty Boots
Ability: Natural Cure

Bold Nature
- Seismic Toss
- Stealth Rock
- Teleport
- Soft-Boiled

This pink blob doesn't take any damage when entering hazards while being a hazard setter at the same time. Seismic Toss is to do damage equal to the user's level, it means it does fixed damage and doesn't get affected by the Bold Nature. Teleport so Blissey can work as an excellent pivot to sponge in special attacks, and maybe some attacks, because of Blissey's amazingly high HP and decent bulk. Soft-Boiled is for direct access to recovery.

Any Pokemon, sweeper or not sweeper would be a good teammate for Blissey, as it can pivot the sweeper safely into the battle field.

Soft-Boiled is good, but how about Wish? If you use Teleport after Wish, you can switch into one of your pokemon and heal them for free

Soft Boiled is a no brainer for Blissey.
Starting Gen 8 LGPE, Teleport has been really good for pivoting, because of its -6 priority, effectively allowing Blissey to tank a hit or predict a switch and bring in a fast Pokemon with virtually no risk.
Shadow Ball is a niche check to Ghost-types: namely, Dragapult.
Seismic Toss does a flat 100 damage in gen 8 OU, which is not bad chip damage.
Toxic is like Seismic Toss, but it forces switches and has less relevant immunities.

Rest (Since she is likely to move last, use Rest after she took a hit and switch her in the party right after and Natural Cure heals her status problem which is sleep)

By having a +SpD nature, it will have high enough SpD so you wont have to be training that stat too much, 4 EVs is enough.

I like this set. I will take it into consideration, though you should use Reflect instead of Aromatherapy for Dual-Screening purposes.

Blissey
Blissey (F) @ Leftovers
Ability: Natural Cure
EV: 252 HP / 252 Def / 4 SpD
Calm Nature
- Soft-Boiled / Wish
- Light Screen
- Counter
- Toxic

My Blissey is a Counter Blissey with Light Screen to encourage physical attacks. With max HP and Defense to make sure she doesn't get 1 hit KOed, Counter can be a huge nuisance to deal with. Toxic is obvious, and Soft-Boiled is so she can recover if needed. If you want a more team oriented Blissey, you could use Wish instead.

Encouraging a physical attack on Blissey is a death wish even with it's monsterous HP stat because it's maximum possible defence is only 130.

Oddly enough, Blissey can work well with an offensive set.

- Soft-Boiled / Hyper Beam
- Toxic / Sing / Shadow Ball / Ice Beam

Seismic Toss is a pretty obvious choice. Counter works well with it's astronomically high HP to dole out extreme damage to the opponent if it exploits its very low defense. Soft-Boiled provides recovery in case the HP gets a bit too low, but it can be switched out for Hyper Beam if you want a nice powerful STAB. Toxic chips away at Ghost-Types. An alternative for Toxic would be Shadow Ball to take care of Ghosts with Blissey's usable SpA, and Ice Beam deals with a lot of things including Dragons.

Sing can also be used, but it must be used in conjunction with the Wide Lens so then it has less chance(y) of missing. This set can do very well if used correctly and at the right time in the right place. Eviolite Chansey shouldn't use this set, since minimal Def is needed for Counter to work as best as it can.

Since Blissey is my favorite Pokémon, I practically use Blissey for every team I have. So this is my Ladder-Pushing Blissey.

In almost every situation, it's better to max HP than to split between each defensive stat. 252 HP EVs are indeed slightly less effective than 252 Def EVs at blocking physical attacks (or 252 SpD EVs for special attacks), but HP EVs affect *both* stats, which makes them almost universal on defensive Pokemon.

Toxic because well, Blissey is stall.
Seismic Toss for slow and steady damage and for Taunt. (If Seismic Toss became Thunder Wave, you can only use struggle if you got taunted.
Wish is better than Soft Boiled because although it takes an extra turn, you can use the combination of Wish and Protect to heal the exact same amount of HP that Soft Boiled heals. You can also switch out to heal other Pokémon. You can use Wish to heal Charizard and Volcarona immediately when they get Stealth Rock damage. At last, Protect is what every stall Pokémon should have.
Don‘t use this Blissey against a Ghost-Poison types or Ghost-Steel types. Toxic doesn’t work on them and Seismic Toss can‘t harm them too.

No one posted the standard defensive set that can utilize Tera, so here is one that is to be used in Gen 9 NU. Stealth Rock is nice for getting up a hazard to chip opposing Pokemon, and using Stealth Rock on Blissey lets Sandaconda use a Coil set if the two Pokemon are on the same team. Seismic Toss is Blissey's move that it uses to deal consistent damage to opposing Pokemon that aren't Ghost-types. Shadow Ball allows Blissey to hit Ghost-types such Rotom, Froslass, and Haunter, Pokemon who can switch into a Seismic Toss. Shadow Ball is also useful should a Pokemon Tera into a Ghost-type. Thunder Wave can be used to slow down faster Pokemon. Heal Bell is an option to cure your team of status moves, which is useful if you use this set on a stall team. Soft-Boiled lets Blissey recover HP so it can stay in the battle longer to tank more special attacks. Heavy-Duty Boots is used for the item to prevent Blissey from being chipped by hazards. Tera Ghost turns Blissey's Fighting weakness into an immunity. Tera Fairy can be used to turn Blissey's Fighting weakness into a resist. The Tera Type you use depends on the team and what it needs. 16 Special Defense EVs with a Calm Nature lets Blissey get a jump point in its Special Defense stat.

Spread Explanation
The special attack investment allows you to always 0hko bulkless Dugtrio after 1 layer of spikes.
The rest of the EVs are put in bulk to better take hits from Physical and Mixed attackers like MixMence, MixTar, DD Mence, Defensive Swampert etc. You can invest more in Sp.Atk or run a Modest nature to deal with speciallly bulky Dugtrio. On some specific teams(that are really weak to Milotic), you can run max Speed to sleep it before it can recover. Timid nature is also an option to outspeed max speed Adamant Tyranitar and Max Speed Swampert.
Set Details
Soft-Boiled provides recovery to last throughout mid-paced and long games. Ice Beam let's you beat Salamence 1v1 and stops Dugtrio from effortlessly trapping you. Thunderbolt hits Skarmory hard and stops it from getting free Spikes. It also stops Defensive Starmie from spinning (using Rapid Spin to remove Spikes) for free. It also let's you check Gyarados and pressure Milotic and CM + Rest Suicune. This is appreciated by the Offensive TSS teams this set usually finds itself on. Seismic Toss can be run to provide a neutral option to chip all targets decently except Gengar. Blissey has a bunch of other amazing options for it's 2nd and 3rd moveslot, you can read the reasoning for them in the Blissey smogon analysis.

Reasons to run Sing + Team options
1. Sing surprises common Blissey switchins like Metagross, Tyranitar, Snorlax, Milotic etc. If it hits, it provides your team's offensive threats with a free switch and potentially neuters a massive threat to your team.
2. The low accuracy is an issue, but Blissey gets lots of opportunities to throw it out, potentially making up for it.
3. It allows you to deny recovery to walls like Milotic, Defensive Jirachi, opposing Blissey etc.
4. Offensive threats like MixMence, MixTar, CB Aerodactyl etc. greatly appreciate the extra momentum this provides.
5. This set should generally be used on offensive TSS(Toxic, Spikes, Sandstorm) teams. These teams use Spikes, Toxic and Sand to wear down opposing defensive walls.
6. It can also be used on Defensive Spikes teams with Dugtrio as Sing can lure in sleep fodder like Pursuit Tyranitar and Magneton for it to trap.
The main reason this isn't used more is because Blissey has a boatload of other great options, but this can be devastating in the right MU with good luck.

Ability: Serene Grace

- Icy Wind
- Soft-Boiled / Focus Blast

This strategy focuses on Blissey's ability Serene Grace, which doubles secondary effects' chance of happening. Since Serebii says that Sing's sleep inducing effect is a secondary effect, then it would get better accuracy, Icy Wind surely lowers a foe's Speed, which means you go faster than them after a while.

Dream Eater also recovers HP. Soft-Boiled can be replaced by Focus Blast for those Dark types who are imune to Dream Eater, plus there will be a 20% chance of the foe's Special Defense lowering. For the items, Wide Lens gives better accuracy for Focus Blast and Sing. So does X Accuracy, since you don't need to switch from battle, you don't need Leftovers (I don't think you need it so much, since you still recover HP by moves). Hope this helps.

i know this is old but first serene grace doesnt boost accuracy and x accuracy may only be used by a trainer and finally icy wind always lowers speed

Thunder Wave just does the job. Wish is healing. Attract is just boss. Then I would prefer Water Pulse for confusion on top of Thunder Wave and Attract, but go for Seismic Toss if you want. Serene Grace is a option, but I'm using Natural Cure for Toxic stallers. Do 4 SpD EVs for Seismic Toss.

You should also add in sweet kiss along with water pulse for a sure chance of confusion, as long as it hits. Water pulse still only has a 60% chance.
Blissey isn't made to attack, it's made to stall and to pass on enormous Wishes.

Ice Beam has good power, high accuracy, and a higher chance of freezing with Serene Grace! Then Toxic is for the usual Blissey annoyer. Protect is for KILLING with Toxic. Calm Mind to raise the Special Defense stat as well as Special Attack, making Ice Beam a lot more powerful!

Yes, but don't go with protect. It's just a waste when you can heal with soft-boiled and make Blissey last longer. Then it can kill your opponent with full health every time!

AHHH SO FREAKING LATE BUT OK

I use Blissey as, of course, a Cleric. Her job is to go in and help everybody else, and, if need be, take out another Pokemon. Sort of a revenge killer in some situations.

First of all, you must be talking about Chansey, as Eviolite doesn't benefit her at all. Giving her max Def is utterly useless as she won't be walling Physical attackers anytime soon. Psychic is just bad on her, she wouldn't even be able to 2HKO Infernape, iirc. Oh, and she isn't a revenge killer. Just no.

Basically, the role of this Blissey is to stall and sweep at the same time. Soft-Boiled is for healing, and Minimize sharply raises her Evasiveness, meaning you can max out Blissey's Evasiveness in three turns! Charge Beam, paired with Serene Grace, raises Special Attack literally every time you use it. As for Toxic, it is a deadly weapon with Blissey. Although, watch out for opponents with Guts, e.g Hariyama!

Blissey (F) @ Focus Sash / Focus Band
Ability: Natural Cure
EVs: 252 HP / 252 SpD / 4 Spe
Gentle Nature / Calm Nature
- COunter
- Toxic
- Protect
- Soft-Boiled

Counter: Here's where you use that item. Because of extremely low Defence and extremely high HP, if the opponent walks into Counter they will not live to tell the tale.
Toxic: You can see where I'm going here.
Protect: You guessed it.
Soft-Boiled: Works well if you rotate between this and Protect when facing Special Attackers after Toxic. Counter is for Physical opponents.

This one is prepared for pretty much anything, barring Steel- or Poison-types with special moves, physical Ghosts, or anything that runs Rest + Sleep Talk with special moves. Other than complications like that, you're golden. :)
