Milotic is a bulky defensive Pokemon.

Milotic (F) @ Leftovers
Ability: Marvel Scale
EVs: 252 HP / 4 SpA / 252 SpD
Calm Nature
IVs: 0 Atk
- Water Pulse
- Aqua Ring
- Recover
- Protect

  • Water Pulse (chance of confusion)
  • Aqua Ring (will keep it going )
  • Recover (along with aqua ring and leftovers, this may annoy the opponent)
  • Protect (Gives you extra-turns to gain more HP)

Marvel Scales because it's more likely to encounter some paralysis due to electric types, 1.5x defense isn't that bad.
the strategy is to use Aqua Ring on the first turn, the opponent may attack you or use a status move, either way use protect,(however if you think it's moves aren't effective just skip that) then spam Water Pulse, it has a chance to confuse and when it does, keep up with the game)

Surf is for STAB, and Ice Beam coves your Grass weakness. Scald could be replaced instead of Surf, exchanging some power for a burn chance if the target is immune to Toxic. Toxic is to cripple your opponent after all. Then of course, Recover is for... well, recovering.

Milotic @ Weakness Policy
Ability: Competitive
EVs: 126 HP / 252 Def / 126 SpA
Modest Nature
- Surf
- Ice Beam
- Double Team
- Toxic

-Surf (Good for double battle, 100% accuracy)
-Ice Beam (Deals with dragon types, chance of freezing, 100% accuracy)
-Double Team (Useful set up while facing fire, ice, water, and steel types)
-Toxic (Set up)

Competitive is very luck based, but is great against Pokemon with the ability Intimadate. This also comes in handy when the opponent uses a move with additional effects that lower stats. Milotic is enough of a tank that it can take a hit from at least one grass or electric attack in order to utilize the weakness policy, so long as the opponent hasn't used anything like Swords Dance.

Nothing is funnier then poisoning another Milotic, and double-teaming while it tries to recover.

Milotic's greatest weakness is when Pain Split is used against it.

-Boil Over (Scald): Chance to burn, Deals with Fire, Ground And Rock. High power
-Ice Beam: Deals with Grass that resist 2x, Flying and Dragon. Chance to freeze.
-Recover/Protect: Recovers health. Protect if you have toxic.
-Toxic/Haze/Aqua Ring: Toxic if you wanna stall. Haze for removing set ups. Aqua ring to heal very much with lefties.

This Milo is for switching in to priority moves and stuff.

Physical Milotic

Adamant Nature

  • Coil
  • Iron Tail
  • Bulldoze
  • Aqua Tail

Explanation: Don't call me Stupid but Physical Milotic can be good. Cool raises Milotic's Attack, Defense and Accuracy. Iron Tail is Fairy and Ice Type coverage and some Coils help the accuracy too. Bulldoze covers Electric types and it helps with its Mediocre Speed. Aqua Tail is STAB and Cool also helps the Accuracy too.

Milotic@Leftovers

Nature: Modest (+SpAtk -Atk)

Evs: 252 SpAtk/121 Hp/70 Def/41 SpDef

Ability: Competitive (It Took me Ages to get a oblivious Feebas From my Bad Pre-Marvel Scale Milotic)

Surf or Scald (Must have. If no toxic then you must have Scald)

Ice Beam (a MUST have)

AquaRing or Recover

Rest: Completely heals. It also give the extra bulk from marvel scale while you are sleeping.
Toxic: Classic stalling set.
Aqua Ring: Boosts idle healing
Protect/Surf: Give healing as well as it stalls/ Adds some damage not making this whole set taunt bait.

Bulky sweeper milotic

EVs: 4 HP / 252 SpA / 252 Spe or 252 HP / 252 SpA / 4 SpD
Modest / Timid Nature
- Coil
- Hydro Pump
- Ice Beam
- Recover / Dragon Tail / Toxic

So. Coil raises you attack, defense, and accuracy, and hydro pump gets 100% accuracy from it. The defense addition gives much higher defense and ends up around the same as your special defense (around 290). Your attack bonus can just be wasted or you can add this into dragon tail, for the attack bonus from coil. Or, you can do recover if you just want to stay in for a really long time and slowly edge them down with hydro pump and ice beam. Or, toxic, is your last option and allows you to slowly toxic stalls your opponent. Ice Beam for grass resting hydro pump. Hydro pump is strong STAB and with coils accuracy bonus makes it a solid choice. Competitive is for an extra special attack bonus for popular intimidate Pokemon.

Unfortunately, that EV spread doesn't look super tanky to me. Sure, Milotic's SpDef base is somewhat high but I don't anticipate this build being able to take more than one or two hits (especially from an aggressive physical attacker).
I would reallocate some EVs towards SpDef or Def to increase bulk.

While Marvel Scale definitely increases bulk, I think you're looking to have this Milotic do some serious damage. Competitive might be a better choice.

This is just a matter of preference but, I prefer to go the Recover route over the Rest route whenever possible.

Troll physical attackers

Physical attacks will have to deal with a rocky helmet, possible infatuation from Cute Charm, a possible burn from Scald, and a possibility of confusion hitting them. It, as any milotic can, tanks hits from special attackers very easily.

Tbh you should invest more in Defense because this set focuses on annoying physical attackers. It's just much more practical to put more EVs in Defense than Special Defense if you are aiming to take physical hits.

Bulky Baton-Pass destroyer Princess!

Timid Nature

  • Haze
  • Recover
  • Scald
  • Ice Beam / Dragon Pulse

This princess is surprisingly bulky! Cute Charm infatuates physical attackers which can be frankly useful. Haze is the main purpose of her, hence the nickname "Baton-Pass destroyer Princess". It stops baton-passing, or if not, foes who maxes their stats - which is greatly annoying to them but one heck of fun to you ;) Recover is one thing that makes this girl even bulkier, annoy foes as you like it! Scald is STAB. It ain't much, but it's honest work. Plus, gives a chance to burn which also can be useful. Ice Beam and Dragon Pulse is coverage, you can choose either. It won't give that much difference.

Relaxed Nature

  • Surf/Scald/Water Pulse (STAB)
  • Ice Beam/Dragon Pulse (Coverage)
  • Recover
  • Facade

Surf/Scald/Water Pulse are good STAB attacks considering the SpA base stat is 100 compared to its physical.
Ice Beam/Dragon Pulse (whatever tickles your fancy for choice) good for coverage, (Dragon Pulse in case you come across a Kindra or such)
Recover, well thats self-explanatory
and lastly Facade and hear me out... when status this move does double and can be a good secondary coverage if needed.
This build is built to sweep and stall. Given marvel scale boost your Def by halve when status, holding flame orb not only benefits your Def, you can also use it to your advantage as a move by boosting Facade. Now youll be able to take most hits with ease and can hold out with recover. Giving you time to stall and putting your opponent in a bind.

Mixed Wall + Physically oriented Milotic. I know it has a base attack of 60 but with boosts anything is possible! But in all seriousness, this set is meant to turn Milotic into a mixed wall whilst also being able to benefit from coil’s attack boosts. My first time making a set so I understand if it sucks.

I stole Cynthia's Milotic & observed its capabilities, here's what I found :
•Recover : to heal up, obviously.
•Mirror Coat : once burn activates, its special defense becomes the weaker side. It's used if ice beam & scald are not effective & the opponent is a special attacker.
•Ice Beam : coverage, obviously.
•Scald : STAB, obviously.
